The Indian Post Office Act of 1898 has been amended through the Indian Post Office (Amendment) Rules, 2023. The new rules substitute Rule 74 of the Indian Post Office Rules, 1933 and introduce a fee for insuring postal articles. The fee will be charged in addition to postage and registration fees, with different rates for Business Parcels, Speed Post parcels, and other postal articles based on the insured value. In addition, the table in clause (e) of rule 102-I of the Indian Post Office Rules, 1933, has been replaced.

New Delhi, the 10th January, 2023
G.S.R. 17(E).- In exercise of the powers conferred by section 21 and section 32, read with section 74 of the Indian Post Office Act, 1898 (6 of 1898), the Central Government hereby makes the following rules further to amend the Indian Post Office Rules, 1933, namely:-
- (1) These rules may be called the Indian Post Office (Amendment) Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette. - In the Indian Post Office Rules, 1933, (hereinafter referred to as the said rules), for rule 74, the following rule shall be substituted, namely:-
“74. In addition to postage and the fee for registration paid, wherever applicable, the following fee shall be charged for insurance of any of the postal articles as mentioned in rule 72, namely: –
(i) For insurance of Business Parcels and Speed Post parcels:
Insured value upto Rs. 200 – Rs. 4
Insured value above Rs. 200 – Rs.4 + 1.50% of insured value exceeding Rs. 200
(ii) For insurance of postal articles other than Business Parcels and Speed Post Parcels:
When the value insured does not exceed Rs. 200/- – Rs. 10/-
For every additional Rs. 100/- or fraction thereof in excess of Rs. 200/- R s. 6/-”.
- In rule 102-I of the said rules, in clause (e), in the table, for the entries, the following shall be substituted, namely: –
Amount to be recovered from addressee | Schedule of fee |
“Up to Rs. 6,500/- | 1.6% of the amount recovered |
Above Rs. 6,500/- | Rs. 100/- + 1% of amount exceeding Rs. 6,500/-”. |
